Cesar R. Hernandez is a government affairs strategist  and entrepreneur with fifteen-plus years across emerging technology, defense, AI, and government procurement. His career has been built bringing new technology categories into public service — designing the policy frameworks, procurement vehicles, and commercial structures that move emerging technologies from concept to operational deployment.

He founded Omni Public, a lobbying firm working at the intersection of emerging technology, policy, and community impact, where he has led national strategy engagements for Tesla, Uber, Waymo and Hyperloop Transportation Technologies. He has secured over $120 million in government contracts and procurement initiatives and led
the first policy and feasibility studies for advanced mobility systems including vertical takeoff-andlanding vehicles, Hyperloop, and autonomous platforms. He founded a congressionally backed tech accelerator scaling ventures in blockchain, fintech, and artificial intelligence. Forbes recognized him for “Leading the Charge for More Diverse Business Ecosystems.”

His current public work focuses on the strategic case for AI interoperability — most recently in “AI Interoperability Is Emerging as the Lifeline for Smart Cities in Crisis,” Forbes, October 2025 — the argument that the orchestration layer above heterogeneous systems is the critical infrastructure of the agentic-AI era.

Cesar is a graduate of Harvard Kennedy School and a current fellow, he holds an MBA from the University of Oxford in global markets, entrepreneurship, and innovation strategy. In 2025, he founded Omni X to apply the interoperability thesis from his published work to autonomous defense. At Omni X, he leads strategy, procurement, and category positioning.
